I had this issue on FDM 3.9.2 build 1281. Updating to build 1287 has resolved this issue. Tested on several flash videos/applications(primarily TwitchTV and YouTube), and so far so good.
Here are the steps I followed to fix this, just in case:
ed latest version of FDM
Closed all open browsers
Disabled Browser Monitoring
Uninstalled Chrome via Revo Uninstaller
Uninstalled FDM via Revo Uninstaller
Reinstalled Chrome
Installed latest FDM
My process was probably overkill, as I lost all settings/data from previous Chrome and FDM installs, but I'm on a fresh install of Windows 7 anyways.
It happens on build 1287. I don't know about 1281, as I was already using 1287 before I updated Chrome. The crashes didn't occur when using Chrome 23, and started after updating to Chrome 24. They would occur on any website, even ones with no flash content at all. I had already tried reinstalling both applications, it didn't make any difference. I've left the feature disabled and haven't had a single crash since.
The issue with the incomplete s setting remains. I also tried setting it to "Ask", and it doesn't ask. This problem didn't happen on build 1281.

This version 3.9.2 build 1287 still doesn't fix my problem with Firefox freezing (Not responding) for 10-15 secs. when there's a Flash Video or PDF file open, even when there's only a few open tabs. It seems that Firefox is taking a lot of time accessing the memory. Firefox is already a memory hog to begin with and this plug-in makes it even worse.
I can't say I'm lacking memory because only half of my 4GB RAM is in use so lack of RAM is not an issue. I also can't say that a quad core U lacks power. Total U usage is only 14%.
If I disable the plug-in on Firefox the problem doesn't occur. It doesn't happen on IE.
Am I the only one experiencing this?

BTW, build 1281 first worked several times as expected and in a new session fell back to 2 sections. Then I installed build 1287 - and it worked. even the delay between initialization of a DL and data transmission was gone with 1287 (I used automatic without a visible delay or any other performance influence).

This is not a bug. You just need to clear FDM's recycle bin.

Ah, sorted, thanks. During my Chrome crash testing & reinstalling I must have forgotten to disable the recycle bin. Perhaps the recycle bin properties should be added to the main Settings?

Just after I posted my last post, Chrome crashed (in the same manner as 1287). I'm running 1288 with the flash video monitoring enabled.

I've just had another crash. It happens far less frequently than the previous build though.

I've since had more crashes (but still less than the previous build), so I've once again disabled the flash video monitoring setting.
