if i re-start OS(or shutdown), OS pop-up "cscript" not response..
next, i made a test, if i manually quit FDM before re-start,
then, no anymore popup "cscript"

I don't think so. I suppose it may be other FDM activities - maybe some redirection from , maybe some active FDM Community options or checking for updates. See FDM FAQ about strange connections.

i have try 3.9.5 build 1530 (portable mode)
full ver still popup cscript and torrent association always checked(uncheck, quit FDM, start FDM, always checked)

lite ver works fine

It seems to be a problem with your system, not with FDM.
FDM plugins may run some javascript code in a browser using it's engine, but inactive FDM doesn't run cscript. Cscript is a console (command line, standalone) version of Windows Script Host and it may be invoked to run some .wsf, .vbs, or .js script by malware.
You may need rights to set or remove associations with torrent and magnet link but other settings for bittorrent protocol should be available for any .

Test FDM on a clean system with no malware, no broken associations, no damaged Windows profile.

Just a quick note to my previous report about IE11 crashes on background after closing IE.
The new 3.9.5 #1531 versions seem to have fixed the problem and there are no crashes anymore.
