Simultaneous s 5i6bw

My preferences state that my maximum number of simultaneous s is 2 at low speed, 3 at medium and 4 at high, but I am unable to get more than one at a time. What am I missing?
Also, what determines if a is low, medium or high speed?
Update
OK, I have now located Options>Settings>s and set Maximum number of running s to 6 but I can get no more than 2. What else do I have to set?
