BitTorrent and Windows 9x 2w195c

How come the BitTorrent part of FDM doesn't work on Windows 9x? Can something be done to make it work?

I'm guessing the library that supplies torrent is probably only for newer platforms. Which would mean that there won't be torrent on 9x unless they change.
